John’s professional career has focused on developing new environmental law and policy
measures.
During almost 20 years with the Department of Environment and Climate Change Canada, John was involved in all aspects of the federal government’s environmental law reform and regulatory and policy initiatives as well as various international collaborations. He played a central role in climate policy, leading the development of federal carbon pricing and offsets, and multiple GHG regulations and policies. John retired from the public service in early 2026 as the department’s Associate Deputy Minister. Before ECCC, John worked as an environmental law and policy consultant for businesses, governments and civil society in Canada and internationally, and spent two years managing the Attorney General of Ontario’s political office.
John studied at RMC, U. of T. Law School, U.C. Berkeley and Carleton, lives in Ottawa with his wife, has two adult children, and enjoys cycling, skiing of all kinds, and canoeing.
